Brad's University of Michigan Peer Review Is Fruit of the Poison Tree Vitiating the Peer Review

Under the Health Care Quality Improvement Act Of 1986, I have the inherent right to receive a notice of the medical peer review and the reasons for review.  The only reason the University of Michigan is not releasing the peer review notice that I never received is that the University has no notice which vitiates the entire peer review process.
