University of Michigan Refuses to Release Brad Foerster's Peer Review Decision Violating Federal Law

The Health Care Quality Improvement Act Of 1986 requires that the University of Michigan release the decision to me (which makes sense otherwise institutions could document what ever it wanted in a secret file without accountability.  The University of Michigan is citing a FOIA exemption even though all state laws, including state Freedom of Information Act (FOIA) or open records laws, must obey federal law under the U.S. Constitution's Supremacy Clause.
