To sum up, AG Nessel refers the search warrants without a probable cause file to the Washtenaw County Prosecutor who says he cannot investigate and refers the matter to Michigan State Police with the Michigan State Police referring the matter back to the Washtenaw County Prosecutor. Huh?

So who knows about this and is ultimately responsible? The top law enforcement officer in the State of Michigan.
